Job Description
Under the direction of the Manager, Collection and Delivery Support, administers the application of the Letter Carrier Route Measurement (LCRMS) and Mail Service Courier Workload Structuring (MSCWS) Systems to ensure an equitable workload for Letter Carriers (LC’s) and Mail Service Couriers (MSC’s). Analyses the operational and cost effectiveness of delivering mail. Develops reports and presentations, and communicates with Bargaining Unit representatives to explain changes in routes or route measurement methodology. Supervises a team of Route Measurement Officers, monitors route measurement results, and recommends improvements to route measurement systems and work methods.
Job Responsibilities
Below are the main job requirements and responsibilities for the Superintendent, Route Measurement.
- Leads the application of the LCRMS and MSCWS for restructuring and updates of LC and MSC delivery services in a city or other large designated area by:
- planning, scheduling and monitoring volume counts and their implementations;
- interpreting and applying route measurement policies and procedures, recommending to the Superintendent Delivery the numbers, type and structures of walks, and the equipment required after consultation and agreement with the LCand MSC Supervisors concerned; and
- closely monitoring implementation, ensuring new case labeling of letter carrier cases is done correctly and in a timely manner.
- Provides training and interpretation on Route Measurement methods and systems to RMO’s, LC and MSC Supervisors and Local Postal Officials to ensure their understanding and consistent application of the systems, and equitable workload distribution for LC’s and MSC’s.
- Conducts Cost Benefit Analyses for various scenarios to assess the overall cost-effectiveness of delivering the mail; makes recommendations to Management on identified issues. Forecasts and tracks ongoing and project related cost/savings programs for Collection and Delivery Operations, identifying issues and recommending corrective action if necessary.
Job Responsibilities (continued)
- Plans, prioritizes and communicates route restructuring projects and schedules for assigned team of RMO’s, usually one year in advance. Analyzes route measurement performance and seeks ways to improve operational and cost effectiveness without negative impact on customer service or LC’s / MSC’s.
- Supervises, coaches and mentors the RMO team, facilitating professional development opportunities, optimizing team performance, and safe work practices for the team and that of LC’s and MSC’s.
- Gathers restructuring information, develops and delivers presentations during union-management consultations. Conducts information sessions to explain the route measurement program.
- Researches route measurement issues, develops reports and recommendations.
Qualifications
Education
- High School diploma or provincial equivalent (GED) (Equivalent Experience may be accepted in lieu of a High School Diploma)
Experience
- A post-secondary degree or diploma in any of the following areas: urban planning, geographical information systems, graphic design, rural planning, industrial engineering or any related discipline AND a minimum of 2 years’ experience managing a team within a unionized environment OR Minimum of 4 years of cumulative experience as a Route Measurement Officer, Rural Suburban Officer or Officer, Delivery Services (DSO) OR A minimum of four years working experience at Canada Post in the following area; Collection and Delivery or transportation or logistics network planning, experience can be combined AND A minimum of two years managing a team within a unionized environment AND experience with any of the following software: AutoCAD, Netsuite applications (i.e. Visual Studio), Microsoft Visio, Google SketchUp, Oracle or other related software. (“Experience” is defined as the ability to create a process, a structure, an application or an object)
Other Candidate Requirements
- Possess a valid permanent driver’s license (no graduated or temporary license)
- Have a satisfactory safe driving record per CPC’s Driver Safety Program , which includes:
a) Have not received more than 2 moving violations in last 3 year
b) Have not had more than three demerit points assigned in one single violation
c) Have not had license suspension or prohibition of any kind in last 3 years
Assets
- Post-secondary degree/diploma
- Advanced knowledge of Microsoft Office (e.g., experience creating pivot tables in Excel to summarize large collections of data; experience creating basic relational databases in Access - import and export required information, create queries, forms and tailored reports using existing wizards)
