Job Description

Leads a multifaceted team of skilled professionals responsible for the support, maintenance, security, integrity, and availability of technology infrastructure for the Mail Operations environment. The Manager is responsible for architectural oversight of the infrastructure including servers, networks, systems and computer rooms in mail processing facilities; and the design, management, implementation and operation of the MPE network including a centrally managed equipment monitoring and notification solution.



Represents Mail Operations and Engineering and acts the national design authority for the modernization and improvement of infrastructure and information security for Mail Operations. The Manager will develop programs, standards, policies, practices and specifications to ensure the infrastructure is secure and available to meet the needs of the business

Job Responsibilities

Below are the main job requirements and responsibilities:


1. Manages the corporate Mail Processing Equipment (MPE) network and security as part of the corporate CIO security program; this includes direct management and oversight of security operations and activities across the environment on a 24/7/365 basis. Acts as primary liaison for Engineering Systems and Engineering & Maintenance on Infrastructure and Information security issues with Real Estate, Corporate Security and InnovaPost; provides insight and technical expertise on the unique facets of the Mail Operations environment from requirements stage through to installation and commissioning.


2. Develops and manages security policies, standards and procedures including technical standards for security and network architecture, information classification, monitoring standards and risk analysis; ensures full compliance to the with Government of Canada Policies and Standards.


3. Develops and manages the MPE infrastructure audit program. Communicates results to Senior Management; coordinates and implements action plans.


4. Conducts Threat and Risk Assessments to ensure new and ongoing practices meet or exceed security standards to minimize risks to MPE, systems and networks.


5. Researches trends, risks and opportunities in the marketplace and determines appropriate security solutions. Develops and communicates policies and guidelines for implementing MPE security solutions and ensures consistent application nationally.


6. Develops, manages and communicates the MPE components of the corporate Disaster Recovery Plan to ensure that critical systems and processes resume with minimal lost time. Manages execution of plan during contingency periods.

7. Certifies (for the purpose of accreditation) the security of architecture components deployed and ensures that adequate procedures and controls are in place to protect all MPE and related computers, servers, networks and other new technologies.



8. Contributes the national MPE computing and network security content to the preparation of plans to ensure the ongoing reliable and secure operation of all certified infrastructure components. Identifies and recommends technological needs and specific long-term programs to be included in the investment program.


9. Prepares engineering specifications and statements of work to support procurement processes, design modifications and configuration changes to mail processing equipment to ensure CPC security requirements are met in a cost-effective manner. Manages or participates in cross-functional projects dealing with plant Infrastructure, MPE computing and network security.



Completion of post-secondary education in Computer Science or Technology, or equivalent combination of education and experience


  • Strong Operational Technology (OT) background with minimum 3-5 years hands-on experience in at least three of the following domains:
    • Security and Risk Management
    • Asset Security
    • Security Architecture and Engineering
    • Communications and Network Security
    • Identity and Access Management
    • Security Assessment and Testing
    • Security Operations
    • Software Development Security
  •  (If managing a team) 5 or more years’ experience managing people
  • One or more years of experience in a unionized environment an asset

Other Information

  • Expertise with various IT Infrastructure HW and SW (e.g., Next gen firewalls, IPS, MFA, Active Directory, VMware, Hyper-V, SAN, NAS, Endpoint Protection, Network switching, and more)
  • Proven competency translating business requirements into technical requirements;
  • Proficient computer skills and competent with Microsoft Office programs
  • Hold one or more relevant professional certifications (CISSP, SANS GSEC or global equivalents)
  • Excellent team building and leadership skills and experience
  • Demonstrated project management and stakeholder management capabilities;
  • Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills
  • This position will require 10% travel
