Job Description
The Officer is accountable for the design of control systems, programming of computer systems and the integration of mechanical, electrical and computer systems as it relates to sortation equipment. Plans, organizes, coordinates and leads the work of a multidisciplinary design team and during the detail design phase of postal plant design projects or enhancements (MPE and related material handling systems). Prepares project timelines, budgets and identifies staffing requirements to meet goals. Is involved in all aspects of project management, leading, financial, scheduling, design, risk assessment, implementation, overseeing 3rd party work or deliverables and review. Participates in the development of policies and recommends procedures, new equipment and technology to meet business needs.
Job Responsibilities
Below are the main job requirements and responsibilities for the Regional Electrical/Electronic Engineering Officer.
- Draws, designs, sketches and writes detailed specifications and technical requirements for the installation, maintenance, modification, relocation and improvement of mechanized mail handling equipment.
- Plans, coordinates and manages Engineering activities on mail processing equipment by analyzing technical performance and proposing enhancements to reduce operating cost, increase performance and diminish downtime.
- Maintains and enhances technical quality of general engineering of mail processing equipment by providing specialist electronic technological consulting services.
- Conducts assigned research studies in the areas of design, operation, reliability maintenance and safety of various items of electrical and electronic equipment and/or components to determine nature of changes or improvements required; proposes and/or designs specific modifications, alternatives and improvements arising from such research.
- Designs, develops and oversees the implementation of maintenance programs and parameters for existing and new equipment determining standards, procedures, control systems, equipment, resources and skill requirements.

- Manages and leads systems design, development and implementations of systems in order to meet business requirements.
a) Ensure team cohesion, leading the project team in the analysis of specifications from users or their representatives;
b) Reviews proposals provided by the project team, subject matter experts, analysts, technologist and implements the optimal solution; reviews and adjusts projects/enhancements priorities in accordance with user requirements;
c) System development, testing and integration with other sub-system and/or interfaces; design and review the proposed system/equipment solution at all (required/applicable) levels;
d) Reports projects/enhancement issues to management on timely basis develops project plans, provides cost estimates, prepares business cases, resource estimates and planned life cycle time frames; report also on related costs, contracts and investments issues;
e) Develop relevant training material for applicable use and integration throughout the operational community (notably mail ops and plant maintenance).
- Develops, produces and revises corporate electrical and electronic standards, procedures and manuals for control systems and equipment. Evaluates engineering information submitted for approval, such as sketches, drawings specifications, pre-production information, prototypes, and costs and benefits and proposals submitted by consultants, contractors, manufacturers and suppliers. Recommends and prepares substantiation for acceptance or rejection of proposals.
- Supervises contracts for the procurement maintenance and installation of electrical and electronic equipment, including liaison with contracting agency, evaluation of information and checking of proposals and drawings, supervision of manufacturer, installation proving out and acceptance.
- Monitors progress of improvement/service development initiatives and prepares reports/ presentations to Engineering and Program Development Manager.
- Supervises, conducts or participates in factory and field inspections, test and trials of electrical and electronic equipment and components being manufactured, assembled, installed and tested for retrofits, modifications and permanent adjustments. Accepts or rejects equipment or components examined or tested.
- Advises management on technological advances in Engineering and Systems features, procedures, standards by maintaining an awareness of the “state of the art” for technical aspects of equipment and system design principles.

- A University or College degree in a related field.
