Job Description

The Advisor provides subject matter leadership for the process of creating, maintaining and obsoleting corporate documentation. They lead the project life cycle including initiating, planning, executing, monitoring and controlling all projects relating to the management, control and publishing of CMS operating procedures and all associated documentations including job aids, manuals, etc. Provides research, advice and interpretation on Operations policies and processes. On-boards new members of the team and provides guidance to Officer, Operating Policy members to ensure clear alignment to business objectives. Creates RFP and manages contracts relating to the management and distribution of physical or electronic corporate documents.

Job Responsibilities

Below are the main job requirements and responsibilities for the Advisor, Operating Policy.


  • Provides subject-matter leadership in the review and update of policies and framework to support the standardization and management of documentation for the operations community. Audits compliance to internal and functional policies, including access to information, official languages or collective agreements. Develops project teams and steering committees, and identifies and manages relationships with stakeholders impacted by new and revised policies, procedures and frameworks. Champions the Document Control Center to be recognized as the comprehensive and authoritative source of operational information in both official languages.
  • Develops RFx in collaboration with procurement for vendor services relating to printing and distributing content (CMS, Signage etc.) as well as any configuration contracts. Negotiates and manages vendor contracts to ensure consistent performance and high quality deliverables.
  • Provides subject matter expertise on the process of document management to the team and stakeholders. Develops, monitors and coaches Officer, Operating Policy through on-boarding and training programs to identify and close performance gaps in order to meet departmental objectives. Provides advice and guidance to the team on the delivery of professional services across respective portfolios. Fosters an environment of continuous learning and professional development.
  • Acts as a challenge function and reviews all major communications from the team, including information items for CMS bulletin publication and communication to Field Operations on all aspects of Operations for Management. Provide advice, clarification and interpretation of National Mail Operations policies and procedures to the team. Monitor and supervise all documentation and communication for new or revised programs and services.
  • Assists the Manager in labour union consultation and resolution related to policies and procedures. Engage and negotiate with Labour Relations and Functional sponsors over the impact of policies and procedures on unionized labour. Conducts research and analyse information to identify the impact of the development or modification of policies and procedures.

Job Responsibilities (continued)

  • Facilitates inter-functional communication to maximize involvement and results. Leads brainstorming sessions focused on the process design; identifies problems and mediates to resolve contentious issues. Determines escalation required to resolve exceptional and complex issues. Trains functional writers to develop procedures following established corporate guidelines.
  • Develops and maintains documentation related to corporate operating policies and procedures for new and existing services and processes. Identifies documentation requiring revision and determine priority based on impact and schedules. Develops and communicates new policies for implementation, changes to national operating policies and oversee the writing of operating policies for publication in manuals, directives, booklets, etc.
  • Reviews and controls proposed changes to CMS operating policies and procedures received for Head Office and the field. Recommends key priorities and timeframes according to operational impact and remain abreast of developments in CPC services. Consults and reach agreements with key stakeholders on scope, implementation and timing. Develops objectives and plans and designs the review and reporting format. 
  • Performs translation and revision of all CMS procedures and bulletins. Revises documents that have been translated by outside contractors to ensure that corporate and technical meaning is accurate and translates urgent documents as required.
  • Perform other duties as required.


• Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training

• Minimum 5 years of relevant functional experience
• Three of more years of experience in a unionized environment is an asset

• Undergraduate degree in Communications or equivalent
