Job Description
This Manager is responsible for the oversight of financial control governance for the Finance Order to Cash (FOTC) and Finance Process Improvements and Controls (FPIC) teams. Supports the annual and quarterly CEO and CFO certifications of Internal Controls over Financial Reporting (ICFR). Manages the planning and implementing of ICFR, Segregation of Duties (SOD) and Internal Customer Accounts (ICA) approaches for these Finance groups. Works closely with a network of Finance Process Owners, Finance General Managers and the VP Finance & Comptroller to understand key financial risks, processes and controls, and ensure consistency and quality of compliance with the ICFR methodology.
Job Responsibilities
Below are the main job requirements and responsibilities
- Leads the Annual scoping and process-level risk assessment for FOTC and FPIC. Manages the development, measurement and monitoring of controls for FOTC and FPIC processes. Monitors performance against financial processes and provides feedback. Leads the analysis and reporting on performance results and identifies opportunities for continuous improvement.
- Reviews and evaluates FOTC and FPIC process owners’ ICFR annual and quarterly self-certifications to ensure documented business processes support them (including narratives and risk and controls matrices), appropriate risk assessments and controls, and complete testing and remediation plans, in accordance with CPC's ICFR methodology.
- Analyses ICFR results on a quarterly and annual basis, concludes on the quantification of deficiencies and remediation plans, and summarizes conclusions. Supports end-to-end due diligence activities of all ICFR process
- Provides expertise on internal controls. Works with process owners to recommend enhancements to control and business process to remediate control deficiencies or rationalize controls. Consults with technology providers to assess the impact of the proposed changes on the information systems and ensures that the changes fit within the overall IT environment.
Job Responsibilities (continued)
- Manages the resolution of FOTC and FPIC SAP Segregation of Duties (SOD) issues. Leads the improvements to the FOTC and FPIC ICFR documentation and methodology by benchmarking and keeping up with professional developments.
- Designs, develops and delivers training to FOTC and FPIC process owners on the ICFR methodology. Participates in Finance and company-wide projects, as required, and acts as a resource and subject matter expert for issues and items relating to FOTC and FPIC internal controls and financial reporting requirements.
- Develops and leverages strong working relationships across the OTC, ICFR, FPIC and the finance community to collaborate and achieve results in the most efficient and effective manner.
- Provides overall leadership, mentoring and coaching to the Finance Controls team. Qualifications
Education
• University degree in business in combination with an accounting designation (CPA, CA, CGA, CMA)
Experience
• 5 or more years of accounting or auditing experience in the public sector or industry
• Successful experience analyzing and evaluating internal controls
• Internal and /or external auditing experience would be beneficial
• 2 or more years’ experience managing people
• One or more years of experience in a unionized environment an asset
