Job Description

 

Reporting to the Director, IT Business Partner (ITBP) the Manager, IT Project will play a key role in the planning and execution of IT initiatives within specific constraints, such as time, budget, and scope. This critical role demands close collaboration with cross-functional teams, key stakeholders, and external vendors to ensure the seamless achievement of project goals that align with the organization's strategic objectives. As such, this role requires strong leadership and communication skills, as well as a deep understanding of IT project management methodologies and best practices.  

 

Job Responsibilities

 

Functional / Technical 

  • Orchestrate all aspects of project management from ​​discovery through to hand-off on delivery implementation and stabilization with third-party partners.  This involves creating and managing project plans, charters, schedules, budgets, quality, communication, resource, and risk management plans.  

 

  • ​​​Monitor project budgets, track expenditures, and ensure cost-effectiveness.  Optimize resource utilization and allocation to achieve project goals efficiently. 

 

  • Identify potential risks, assess their impact, and develop risk mitigation strategies. Implement proactive measures to minimize risks and ensure project success. 

 

  • Implement a quality control process and review project deliverables to ensure they meet the Business Transformation PMO project standards, processes, tools, and methodology.  

 

  • ​​​Engage with project stakeholders to understand requirements, manage expectations, and communicate project progress and updates effectively. 

 

  • Consult and collaborate with the product owner to shape and manage the pipeline of opportunities and assess and anticipate current and future business needs. 

 

  • Lead and motivate multidisciplinary project teams, providing clear direction, delegation of tasks, and ensuring everyone understands their roles and responsibilities. 

 

  • Oversee integration of the fusion team deliverables with the project at large, as well as how deliverables may have touchpoints in related sub-domains.  

 

  • Foster strong relationships with third-party partners and the business ensuring project outcomes are achieved. 

 

  • Responsible for RFS/RFPs (with the assistance of the Procurement Team) which includes writing clear and comprehensive RFS/RFP documents, developing timelines, identifying evaluation criteria, etc. 

 

  • Analyze and make decisions on projects, considering project benefits, scope, cost, schedule, and quality.  

 

  • Review the business case(s) for funding regularly to confirm continuing business viability and change or stop activities that are no longer adding value. 

 

  • Support the Project Sponsors in the preparation of Business Case Summaries, Project Charters, and board memos for project and portfolio releases. 

 

  • Collaborate with Change Management to assess the impact of changes on people, processes, and technology to support speedy adoption. 

 

  • Maintain familiarity with and manage the end-to-end project management process according to best practices and procedural documentation.

Leadership  

  • Be an evangelist, championing a culture of innovation throughout CPC and foster a digital mindset from the top down.  

 

  • Identify the skills required to enhance digital maturity, realize business benefits, and encourage staff to enhance and evolve their skills and capabilities.  

 

  • Drive collaboration, knowledge sharing, and digital best practices between IT and the business to create a seamless and satisfying customer experience leading to positive business outcomes. 

 

  • Act as the liaison between external partners/ technology service providers and the business, representing business needs and safeguarding CPC business interests. 

 

  • Take responsibility to advance the digital dexterity of business partners and present new business options and opportunities based on successful digital examples. 

 

 

Continuous Improvement 

  • Maintain external accreditations and an in-depth understanding of current and emerging technologies, external regulation, and industry best practices through continuing professional development, attending conferences, etc.   

 

  • Contribute to the development and enhancement of technical standards, processes, and tools to increase efficiency and effectiveness. 

 

Qualifications

 

Education / Certifications 

  • Completed post-secondary education, preferably in Computer Science, Information Systems, Technology, Business, Engineering, or a related field and/or equivalent combination of education and experience. 

 

  • Agile certifications like Certified ScrumMaster (CSM), Certified Agile Practitioner (PMI-ACP), Professional Scrum Master (PSM), SAFe Agilist (SA) are an asset. 

 

  • A Master’s or Professional-level degree (e.g., MBA) an asset 

 

  • ITIL® 4: Foundation, ITIL® 4: Direct, Plan and Improve, PRINCE2 Foundation, PRINCE2 Practitioner, Management of Risk 4, P3O Foundation is an asset. 

 

  • Project Management Professional (PMP) certificate from the Project Management Institute (PMI) is an asset. 

 

 

Experience 

  • Minimum of (5) years of relevant functional experience including leading the delivery of customer-focused IT initiatives from conception to completion 

 

  • Minimum of (3) years of experience managing highly complex technology initiatives 

 

  • Proven track record of successfully managing IT initiatives in an Agile environment.  

 

  • Strong understanding of IT systems, software development lifecycle (SDLC) and the Product Development Lifecycle (PDLC) 

 

  • Strong understanding of project management methodologies such as Agile, Scrum, or Waterfall 

 

  • Proven experience running RFS/RFP initiatives 

 

  • Ability to work well under pressure and manage multiple projects simultaneously. 

 

  • Ability to lead and coordinate cross-functional teams. 

 

  • Experience in budgeting, resource allocation, and risk management in an IT project context 

 

  • Experience working in a unionized environment an asset. 

 

  • Strategically minded with an understanding of business and technology to drive business value and financial objectives. 

 

  • Ability to create innovative strategies to improve our ability to execute faster and to secure buy-in from a wide range of colleagues and stakeholders. 

 

  • Excellent communication and interpersonal skills to effectively engage with stakeholders and team members. 

 

  • Experience in managing relationships with technology, operations, and business members. 

 

  • Proficiency in project management software and collaboration tools 

 

  • Experience in managing distributed agile teams an asset. 

 

  • Experience on Scale Agile delivery an asset
