Job Description

Working in a collaborative environment, the Specialist provides expertise and services in Organization Design, Job Evaluation and Organization Management to corporate clients. Provides consulting services to help clients optimize the effectiveness of their organization, achieve their goals and ensure alignment with corporate strategy and objectives. Constantly balances commitment to doing what is right for the client, what is right for the company and what is right for key stakeholders without compromising corporate commitments, governance and the integrity of corporate values.
 

Job Responsibilities

Below are the main job requirements and responsibilities for the Specialist, Organizational Planning and Design.

  • Serves as a primary point of contact for overall OP&D client needs related to organization design, job evaluation and organization structure integrity. Provides technical, analytical and consultative advice, facilitation and implementation of organization design, job evaluation and organization structure solutions. 
  • Leverages in-depth knowledge of clients’ business direction, priorities and issues to develop proposals to optimize organization design and effectiveness and resource utilization while remaining aligned with overall company direction, priorities and initiatives.
  • Evaluates management and bargained jobs using designated job evaluation plans, establishing relative worth among jobs within work units and across corporate structures. Participates or facilitates Job Evaluation Committee (JEC) meetings, internal to OP&D as well as joint committees with business unit representatives.  Provides job evaluation expertise to Labour Relations grievances and participates before grievance review boards when necessary.
  • Provides specialist advice to the Human Resources community on organization design, organization systems, job design, and job evaluation matters. Develops organization design and job evaluation material and makes presentations to various audiences. Consistently reinforces the application of the governing principles driving organization strategy, job evaluation systems and organization structure integrity.
     

Job Responsibilities (continued)

  • Implements the client interview plan and uses a Job Analysis questionnaire to gather the required information for the job design process. Collects and examines detailed information about the job duties in order to prepare job descriptions.
  • Fosters effective relationships and collaborates closely with corporate clients at all organization levels; facilitates meetings and coordinates the resolution of OP&D issues focusing on operational performance, customer satisfaction and alignment with corporate governance, strategy, objectives and values. 
  • Partners with key internal stakeholders (e.g. Human Resources, Labour Relations, Finance and Operations) to confirm proposed changes respect legislative requirements, corporate commitments, policies and practices and ensure a smooth and efficient implementation.
  • As a key member of project teams, contributes organization design and job evaluation expertise in the development of new evaluation plans and corporate initiatives impacting organization structures (e.g., corporate reorganization initiatives), job design and descriptions. 
  • Leverages knowledge of systems and tools to recommend process improvements to advance productivity, operational efficiencies and client satisfaction; leads or collaborates on implementation with OP&D colleagues.

Qualifications

Education

  • Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training.

 

Experience

  • 1 to 3 years of relevant functional experience.
  • One or more years of experience in a unionized environment an asset.

 

Other Candidate Requirements

  • Proficient computer skills and competent with Microsoft Office programs, in particular advanced Excel and Access skills are assets. Knowledge of SAP OM module an asset.
  • Combined client focus and business acumen skills enable sound judgment and decision-making.
  • Adept at information gathering, analysis and project execution.
  • Strong communication, analytical, and customer service skills.
