Job Description

Reporting to the Manager, Regional Facilities Management, the Specialist, Rural Facilities Management ensures the provision of all Facilities Management services for the portfolio of properties within the designated rural area in accordance with client requirements and respecting corporate policies, procedures, lifecycle management principles and standards. These services include facilities management and the identification and oversight of project delivery.

Job Responsibilities

Below are the main job requirements and responsibilities for the Specialist, Rural Facilities Management.

 

  • Performs site visits, building inspections and building condition report (BCR) audits and analyzes findings. Ensures that work spaces conform to CPC building standards aimed at providing a healthy and productive environment for our employees and customers. Ensures the maintenance of indoor air quality, thermal comfort, lighting and acoustics.
  • Assesses all designated properties and develops the draft annual and ten-year Facilities Improvement Program (FIP) plans for repair and capital investments. Recommends the plans to the manager, ensuring compliance with corporate objectives and the Corporation's ability to maintain the value of the asset base.
  • Provides expert advice and trouble-shooting to client groups on real estate subjects, including facility management service levels, preventative maintenance, building component life cycle analysis, cost of construction, project delivery process, environmental issues awareness, building code and building design standards, preparation of user requirements, building component expected life, energy conservation and waste management.
  • Ensures that CPC building assets are operated and maintained in the most cost effective manner so as to sustain serviceability and maintain or enhance value.  This includes approving proposed service contracts for properties by Local Postal Officials (LPOs).
  • Protects the integrity of the asset base by identifying opportunities to increase efficiency and reduce costs and initiating action to introduce improvements. Coordinates local participation in national projects such as promoting good energy management practices and environmental projects. Collaborates with key stakeholders such as Health and Safety, environmental consultants and Operations.
Job Responsibilities (continued)
  • Delivers smaller scale regional real estate and Retail Network projects within the rural region.  For unplanned repairs, this includes the contractor procurement process. Ensures that all projects are delivered on-time and on-budget as planned. Tracks progress, approves payment of invoices and liaises regularly with key stakeholders. Communicates closely with the client beginning in the planning phase to minimize disruption to operations and ensure scope and expectations are aligned.
  • Ensures landlords adhere to the terms and conditions of local lease agreements. Updates and educates LPOs on landlord and tenant responsibilities of the lease agreements.
  • Leads the response to emergency or local disaster situations that prevent the operation of facilities (such as floods, fires, etc). Supports the identification of alternate temporary sites and leads the relocation to ensure business continuity.
  • Coordinates the decommissioning of buildings, including meetings with landlords/representatives, site restoration per lease agreement or preparing the building for sale. Validates that the decommissioning is complete.
  • Performs other duties related to the delivery of facilities management services in the region.
Qualifications

Education

  • A University or College degree/diploma in a related field.

                       

Experience

  • 2-5 years of related work experience is required

  • RPA Designation or post-secondary courses in property management
  • Enrollment in RPA, FMA or equivalent
  • Power Engineering certification
